You will find a man near the Elsa Brew Lounge, talk to him to start the Yaran Story Shock therapy quest. He will tell you that your chakra is all messed up, you should go feed some Pelicans and some other good things.
First of all, you will have to catch some fish to feed them to the Pelicans. After you catch some fish go towards the woods near that area and you will find a Pelican wandering around the area.

This Pelicans Hunting Spot is in the La Joya region at the east end of the Island. Go there and you will find several Pelicans.
