The game’s story is set in the fictitious city of Santo Ileso, in the American southwest, and is Largely modeled on Las Vegas. Nevada, Los Panteros, a gritty vehicle, and fitness-oriented gang; the Idols, an anarchist gang focused on clubs and nightlife; and Marshall Defense Industries, an international private military business established in Santo Ileso famed for superior high-tech weaponry, presently rule Santo Ileso. The protagonist known as “The Boss” is a former member of Marshal Defense Industries, and gathers disgruntled members of various gangs to establish a new group and gain control over them.
