There will be spotlights that appear sporadically throughout that part of the area and you will have to interact with them to solve the car puzzle in Deltarune Chapter 2. You will have to stop the cars by pressing the buttons. Pressing the button will start a countdown but it will be too short, and you won’t be able to cross the road within it. You can’t make your way and cross the road while the cars are moving so to get to the other side of the road you will have to press each and every stop button you will see in a strategic way. You won’t be able to see some of the spotlights as the light that governs one portion of the roadway is only accessible from the other section.
